Dubai Utilities Setup Guide: DEWA, Du, Etisalat & Chiller Services

Setting up utilities in Dubai is one of the first things you'll do after signing your tenancy contract. The good news: the process is largely digital and surprisingly fast. The confusing part: there are multiple providers, overlapping services, and some buildings have specific requirements.

Here's everything you need to know about connecting your home to electricity, water, internet, and cooling in Dubai.

DEWA: Electricity & Water

DEWA (Dubai Electricity and Water Authority) handles all electricity and water connections in Dubai. It's a government-owned monopoly, so you have no choice in provider β€” but the service is excellent.

When to Apply

Apply for DEWA immediately after your Ejari is registered. The two are linked β€” DEWA needs your Ejari number to process the connection.

Timeline:
- Online application: 15 minutes
- Activation: 24–48 hours (same day if applied before 2 PM)
- New construction connection: 5–7 working days

Application Process (Online)

Step 1: Download the DEWA app or visit dewa.gov.ae
Step 2: Click "New Connection" under Individual Services
Step 3: Enter your:
- Premises number / NID (found on your Ejari or ask your landlord)
- Emirates ID number
- Ejari number
- Mobile number and email
Step 4: Pay the connection fee (see below)
Step 5: Receive confirmation via SMS β€” electricity is activated within 24 hours

Required Documents

  • Emirates ID (or application receipt number)
  • Ejari certificate (tenancy registration)
  • Passport copy (if ID is still in process)
  • Title deed copy (for new villa connections β€” usually handled by developer)

Costs

Fee Type Apartment (AED) Villa (AED)
Security deposit 2,000 4,000
Connection fee 100 200
Knowledge fee 10 20
Innovation fee 10 20
Total upfront 2,120 4,240

Monthly Bill Estimates

Season 1BR Apartment 2BR Apartment 3BR Villa
Winter (Nov–Mar) 200–350 350–550 600–1,000
Summer (Jun–Sep) 400–700 700–1,200 1,500–2,500
Spring/Autumn 300–500 500–800 900–1,500

Summer spike: Expect your DEWA bill to double or triple during summer due to air conditioning. This is normal.

Payment Options

  • Auto-debit (recommended) β€” Link to your bank account, 2.5% discount
  • DEWA app β€” Pay by card or Apple Pay
  • DEWA website β€” Pay by card
  • Kiosks β€” Cash or card at DEWA centers, Carrefour, Lulu
  • Bank bill payment β€” Through your bank's app

Due date: Bills are issued monthly. Payment is due within 30 days. Late payment fee: 2% of amount due, plus AED 20 reconnection fee if disconnected.

5 DEWA Saving Tips

  1. Set AC to 24Β°C β€” Every degree below 24Β°C increases consumption by 5–8%. 24Β°C is the DHA-recommended temperature for energy efficiency.

  2. Use AC scheduled timer β€” Turn off AC in empty rooms. Smart AC controllers (AED 100–200) can automate this.

  3. Wash clothes in cold water β€” 90% of washing machine energy goes to heating water.

  4. LED bulbs only β€” Dubai regulations require LED in new buildings, but if your apartment has old bulbs, replace them.

  5. Check for leaks β€” A dripping tap wastes 5,000+ liters per year. Report to your building maintenance immediately.

Internet & TV: du vs Etisalat

Dubai has two telecom providers: du and Etisalat. Both offer similar packages, but there are key differences.

du Home Plans (2026)

Plan Speed Monthly (AED) Contract
Home Basic 250 Mbps 389 12 months
Home Plus 500 Mbps 529 12 months
Home Premium 1 Gbps 699 12 months
Home Gaming 500 Mbps (low latency) 579 12 months

Etisalat eLife Plans (2026)

Plan Speed Monthly (AED) Contract
eLife 250 250 Mbps 399 12 months
eLife 500 500 Mbps 549 12 months
eLife 1G 1 Gbps 599 12 months
eLife Gaming 500 Mbps (QoS for gaming) 599 12 months

Comparison: du vs Etisalat

Factor du Etisalat
Coverage Excellent in new areas Excellent everywhere
Customer service Good (app-based) Good (store network)
International calling 300 mins/month on Plus plans 200 mins on select plans
Router quality Huawei (good) FiberHome (decent)
Contract flexibility Month-to-month available (higher rate) 12-month standard
TV add-on du TV (80+ channels, AED 99/month) eLife TV (70+ channels, AED 99/month)

Which to choose?
- If you're in a new building (post-2018), check which provider has fiber pre-installed β€” you're locked to that provider
- If both are available, du is slightly cheaper for the same speed
- If you want the best gaming experience, Etisalat's gaming plan has lower latency to European servers

Installation Process

  1. Order online (15 minutes) β€” Choose plan, provide Emirates ID, Ejari, and building details
  2. Installation appointment β€” Within 2–5 working days
  3. Installation time β€” 1–2 hours
  4. Activation β€” Instant after installation

Installation fee: AED 100 (waived for 12-month contracts)

TV Services

If you want cable TV alongside internet:

Service Channels Monthly (AED)
du TV Basic 80+ 99
du TV Premium 150+ 199
Etisalat eLife TV 70+ 99
OSN Streaming 40+ 49 (OTT only)
Shahid VIP Arabic content 29

Pro tip: Most expats in Dubai use streaming services (Netflix, OSN+, Shahid, beIN CONNECT) instead of traditional cable. Internet-only plans + streaming subscriptions often work out cheaper.

District Cooling: Chiller Services

Many newer Dubai buildings (Marina, JLT, Downtown, Business Bay) use district cooling instead of individual AC units. The main provider is Emirates Central Cooling Systems Corporation (Empower) , with other providers like Tabreed and National Central Cooling Company.

How Chiller Billing Works

  • Included in DEWA: Some buildings include cooling in the DEWA bill (look for "cooling charges" on your bill)
  • Separate bill: Others bill separately through Empower or Tabreed

Average Chiller Costs

Apartment Size Monthly Chiller (Summer) Monthly Chiller (Winter)
Studio 200–400 50–100
1BR 300–600 75–150
2BR 500–900 100–200
3BR 800–1,500 150–300

Tips to Reduce Chiller Bills

  • Close curtains during the day (blocks 30% of heat)
  • Use ceiling fans instead of AC when possible
  • Seal door gaps with weather stripping
  • Chiller rates are usually fixed per TR (ton of refrigeration) β€” you can't switch providers, so check the building's chiller rates before signing the lease

Moving Out: Cancelling Utilities

When you vacate your apartment:

Utility Cancellation Process Deposit Refund
DEWA Online via DEWA app (3–5 days) Full refund (no outstanding bills) within 30 days
du/Etisalat Online or store visit No deposit (final bill settled)
Empower/Tabreed Online or customer center Refund within 2–4 weeks

Final meter reading: DEWA will send a technician to take final readings. Make sure you're present or have authorized the landlord to be there.

Summary: First Month Utility Timeline

Day Action
Day 1 (Ejari signed) Apply for DEWA
Day 2 DEWA activated
Day 2 Order internet (du/Etisalat)
Day 5–7 Internet installed
Day 7 Check if chiller is active (ask landlord)
Day 14 First DEWA bill arrives
Day 30 Review bills and set up auto-payment

Setting up utilities in Dubai is one of the smoothest government processes I've experienced. The DEWA app is excellent, internet installation happens within days, and the entire process from move-in to full setup takes about 7–10 days.
